S.O.S. statements to the PNB
1997


These statements were sent to the Pacifica National Board by Save Our Station (S.O.S.) a WBAI listener group formed in 1996. The group later changed it's name to Coalition for a Democratic Pacifica - NY and this is their website - wbai.net, the listener's network.
Statement to The Pacifica National Board
June 15, 1997
This statement is from Save Our Station (S.O.S.), which is a support group that was formed a year ago and is made up of concerned WBAI listeners and producers. The Executive Director of The Pacifica Foundation, pat Scott, and her supporters claim they want to "professionalize the airwaves" and "build the network". Fine and noble goals in and of themselves. However, the way in which these goals are being realized is problematic:
  • National Board meetings are held in closed session.
  • Minutes from meetings are not made available.
  • Proposals are made to cut Local Board representation on the National Board and remove station staff from the Local Advisory Boards.
  • Reports To The Listeners are rare, superficial and controlled so that genuine dialogue or debate is not possible.
  • There is a "gag" rule in place preventing producers from discussing WBAI business on the air.
  • Listener money is being used to dismantle the union first in an NRLB hearing, then in an appeal of the NLRB's ruling which came down in favor of the union.
In short, power is becoming centralized and insulated. Debate or resistamce is being stifled by limiting discussion and access information.

The outcome of Pacifica's efforts is that firstly CPB funding has been called into question due to the Inspector General's audit. Fortunately, funding was not cut this time but will we be so lucky if there's a next time ? Secondly, during the marathons at stations throughout the system listeners are not as readily giving money because they are outraged at the totalitarian measures of a supposedly progressive organization, And mark these words, listeners will not readily contribute to any capital campaign to finance WBAI's move to a new station until Pacifica publicly states that it will withdraw the appeal of the NLRB ruling and comply fully with CPB guidelines.

It is for these reasons we call for the immediate removal of Pat Scott from The Pacifica Foundation. The national Board has clearly abdicated its responsibility and allowed Pat Scott to implement decisions that are contrary to Pacifica's stated mission.

It is clear to us that choosing corporate, centralized strategies as Pat Scott and her supporters have, will only result in corporate, sterilized programming. It has already taken place at our sister stations. This is precisely what Pacifica was created to protest. Not only is this a mockery of the idea of freedom of speech, it also eliminates the possibility of truth, fairness, accuracy, debate and "giving voice to the voiceless"




Statement to The Pacifica National Board
August 1, 1997
This statement is from Save Our Station (S.O.S.), a support group formed in 1996 by concerned WBAI listeners and producers. While we recognize the stated goals of the Pacifica Foundation's current executive director Pat Scott and her supporters to "professionalize the airwaves" and "build the network," we have severe problems with the way in which these goals are being pursued.
  • National Board meetings are repeatedly held in closed session.
  • Minutes from meetings are not made available.
  • Initiatives have been launched to cut Local Board representation on the National Board, and to remove station staff from the Local Advisory Boards.
  • Reports To The Listeners are rare, superficial and controlled so that genuine dialogue or debate is not possible.
  • Threatened enforcement of a "gag" rule against discussing "station business" on the air has created a "chilling effect" and prevented legitimate philosophical discussions of issues of concern to listeners.
  • Listener donations are being used to dismantle the station unions, first in an National Labor relations Board hearing, and now in a costly appeal of the NLRB's ruling in favor of the union.
In short, power is becoming centralized and insulated. Debate or resistance to the executive agenda is being stifled by limiting discussion and access to information.

The result of Pacifica's executive efforts has been first, to call Pacifica's CPB funding into question following a highly critical Inspector General's audit. Second, the stations' listener-sponsors, outraged at the totalitarian measures of the executive leadership of a supposedly progressive organization, are measurably withholding money during fundraising drives at stations throughout the entire Pacifica system.

Furthermore, listener-supporters repelled by Pacifica's executive policies of excluding local boards, listeners and staff from decisionmaking, will not readily contribute to any major capital campaign (such as financing WBAI's move to Wall Street) until Pacifica publicly withdraws its appeal of the NLRB ruling and complies fully with CPB guidelines.

Pacifica's current executive leadership, led by Pat Scott, has engaged in a relentless campaign of self-aggrandizement at the expense of local boards, listeners, and staff.

In a period of less than two years, the Pat Scott regime has reversed a half-century tradition of progressive radio by repeatedly acting in violation of Pacifica's core principles, risking station funding, wasting legal and financial resources, and causing a perhaps irreversible breach of faith between listener-supporters and Pacifica Radio nationwide.

It is for these reasons that we call for the immediate resignation or removal of Pat Scott as executive director of the Pacifica Foundation.

If Pat Scott is allowed to continue moving Pacifica along this destructive path, the National Board will have clearly abdicated its responsibility by allowing the current regime to implement decisions that are contrary to Pacifica's stated mission and institutional obligations.

It is clear to us that choosing corporate, centralized strategies as Pat Scott and her supporters have done, will only result in corporate, sterilized programming. It has already taken place at our sister stations. This is precisely what Pacifica was created to counter. Not only is this a mockery of the idea of freedom of speech, it also eliminates the possibility of truth, fairness, accuracy, debate and "giving voice to the voiceless"
