RADIO BROADCAST PLANS
- please note that all times indicated are for the time zone of the station

WBAI - New York
Will broadcast the entire IPNB meeting live on Friday 7:30 to 10 pm, Saturday 10 am to 7 pm, Sunday, 10 am to 3:30 pm.

WPFW - Washington, DC
Will broadcast live on Saturday from 10 am to 3:30 pm, on Sunday from 10 am to 3:30 pm. They will also record the Saturday afternoon session to play during the following week.

KPFT - Houston, TX
Will not be doing a radio broadcast, just webcast - see information below.

KPFA - Berkeley, CA
Will broadcast live all day Saturday, 7 am to 4 pm and Sunday, 7 am to 1 pm. Will carry Friday's meeting as a new story.

Bylaws Revision mini conference

TO: Bylaws Revisions Subcommittees
FROM: Carol Spooner
RE: Bylaws Discussions in Houston

On Friday, September 20th, the Pacifica Bylaws Revisions Committee will meet from 10 a.m. to 3 p.m. at the Warwick Hotel in Houston, Texas. The meeting will be open to the public. We hope and expect that all iPNB members will be present. This will not be a decision-making meeting, but will be an opportunity for the iPNB members to discuss the various proposals, ask questions and become more familiar with the fine points of the various proposals.

Beginning at 10 a.m. each of the 5 regional subcommittees will have 15 minutes to make a succinct presentation to the iPNB concerning the work of their subcommittee. We ask that non-board members make these presentations to the iPNB, if possible. The iPNB would especially like to hear the bylaws points each subcommittee feels are most important, and why. Each subcommittee may present a majority and minority report if they wish, and may allocate their time among speakers accordingly.

In addition, the Unity Caucus will have 15 minutes to make a succinct presentation of their proposal.

Gerald Torres (co-author with Lani Guinier of "The Miner's Canary") will also be making a brief presentation concerning power sharing and voting mechanisms.

Following these presentations, the iPNB members will take the rest of the afternoon time to review and discuss the various proposals in more detail.

I would also like to make clear that, although I hope the iPNB will reach some preliminary agreements about the bylaws during the board meeting on Saturday, NO final bylaws will be adopted until at least 3 of the 5 current Local Advisory Boards and 2/3rds of the iPNB reach agreement on the number and manner of election of local and national board members.

In addition, any preliminary draft that may come out of the iPNB meeting this weekend will be subject to full legal review.

HOTEL ARRANGEMENTS
The meetings will take place at the Warwick Hotel, which is also where members of the IPNB, LAB chairs and station managers will be staying. We decided to use the hotel's facilities for our meeting because we are able to get that space for free if we use a minimum number of hotel rooms. The whole package comes out much cheaper than any other arrangement we could have made.

We encourage anyone coming to Houston for this meeting to also stay at the Warwick...it will help us meet the required number of rooms so we get the meeting space for free. You should call the hotel directly, and tell them you are coming for the Pacifica meetings so you can get the discounted rate, which will be available for that Wednesday through Sunday. The hotel's phone number is 1-800-298-6199.

If you stay at the hotel you will also be able to use the Airport Express Shuttle buses from both Hobby (HOU) and Bush Intercontinental (IAH) airports. Departure from the airports is every half hour, with a round trip ticket for $36, one way $40.

Plans are being made for the webcast of the entire meeting, and all of the Pacifica stations have been asked to consider broadcasting the entire meeting. As soon as all of these details have been worked out we will send another notice with that information.

A FINAL WORD
For those of you coming to Houston, a word about community comment during this weekend. As you will see when you look at the agenda, the IPNB has a great deal of work to do during our time together. We have set aside some time on Friday evening for community comment, and then again on Sunday morning during the station reports. We will try, and I emphasize try, to find more time through the weekend for community comment - but we also must ask for your cooperation. The IPNB must have the time for discussion and decision making on a number of critically important matters. We hope we will have everyone's understanding and cooperation. Thank you very much!
