Metro now offers BWI Express Metro bus service between BWI and the Greenbelt metro station. The BWI Express/B30 service runs every 40 minutes, 7 days a week to the Greenbelt Metro Station, which is located on the Green Line of the Washington Metro System. Regarding the location, the Pacifica Executive Director wrote:

Unfortunately, all the big multilateral banking institutions (IMF, World Bank, etc.) are having their annual meetings in Washington DC that week. There are no hotel rooms available in DC or even in some of the regional areas, i.e., Crystal City.

Rockville is the closest spot we could get.
