The KPFA LAB met on Saturday 11/30 at 10 AM to discuss the two election models passed by the iPNB. The resolutions below were passed. Twelve members of the LAB and at least 13 other community members were present. A quorum of the LAB is eleven.

1. The KPFA LAB rejects the Hybrid model of elections and all other models related to the Unity/Constituency model. (12-0-0)

2. The KPFA LAB endorses having all Local Station Boards (LSBs) elected by Proportional Representation voting, with 1/3 of the LSBs being elected by the station paid and unpaid non-management staff, and 2/3rds being elected by the station listener-subscriber/voluteers, and with the requirement that at least half (50%) of all LSB members must be self-designated people of color, and at least half must be women. The KPFA LAB reserves the right under the legal settlement agreement to approve or disapprove the final bylaws provisions for election of local station boards after we receive the final proposed version of the full bylaws approved by the iPNB. (11-1-0)

3. The KPFA LAB endorses the concept that the number of LSB members in each station area should be between 15 and 24. We reserve the right to consider up to three seats for an associate station, as proposed by KFCF -- KPFA's associated station. The KPFA LAB reserves the right under the legal settlement agreement to approve or disapprove the final bylaws provisions for the number of local station members after we receive the final proposed version of the full bylaws approved by the iPNB. 4. The KPFA LAB endorses having a minimum of 20 and a maximum of 23 directors on the Pacifica National Board of Directors, with four directors elected by each local station board from among the local station board members and up to three at large directors permitted. We endorse the requirement that one of the four directors elected by each local station board must be a staff member, and we reject the restriction that on-air staff cannot serve on the PNB. We endorse the requirement that at least half (50%) of the PNB shall be people of color and at least half shall be women. We endorse the provision that "at large" National Board members can only be nominated by: majority vote of three LSBs or by any Pacifica affiliate station or by any caucus of affiliate station representatives,and that a 3/5 vote of the station-board-elected directors be required to elect any at-large director. The KPFA LAB reserves the right under the legal settlement agreement to approve or disapprove the final bylaws provisions for the number and manner of election of the national board of directors after we receive the final proposed version of the full bylaws approved by the iPNB. (12-0-0)

5. The KPFA LAB endorses permitting (but not requiring) the current LABs to grandparent from among current LAB members up to half the listener seats on the new station board for one year (but not staff seats), at the discretion of the LAB involved. The KPFA LAB reserves the right under the legal settlement agreement to approve or disapprove the final bylaws provisions for grandparenting after we receive the final proposed version of the full bylaws approved by the iPNB. Thanks for the report, Carol. One small clarification regarding the KFCF proposal: The Associate Station proposal does not call for a single station to have up to 3 representatives; rather, it provides for up to 3 Associate Stations per "mothership" entitled to elect a single LAB rep each. I'm sure you can see the potential problem if more than 1 station became associated, and all insisted on the full complement of 3 reps each.

from an attendee to the meeting:

the jabari plan passed in WPFW

3 folks from new york attended the festivities to lobby for the hybrid model.

but because of the frustration of having the manager that they have there, they feel that the kpfa model can be manipulated.

they say lots has to be worked out in the kpfa model as well so what the hell?
