DRAFT OF NEW BYLAWS DELAYED;
May 25, 2002: The bylaws committee of the interim Pacifica National Board has abandoned its plan to have a draft of new bylaws available by May 31. Instead it will prepare a list of "bullet points," general topics that the bylaws must decide, each with a number of options attached. These will then be posted online and discussed at the iPNB meeting in Berkeley June 21-23. Work of the committee has been going on in local groups in each of the five Pacifica listening areas. "All five signal areas are getting their arms wrapped around the issue," says committee chair Carol Spooner. "We are closer [to a draft] than anybody thinks." Among the topics likely to be bulleted: How LABs will become local governing boards, LGBs, with authority over the stations How these LGB members will be elected by vote of the members How members are defined: as a listener who contributes at least a certain low sum per year or performs a few hours volunteer work for a station, or as a member of a constituency. How LGBs will elect the Pacifica National Board. Proposed schema include rules for election of some board members directly and for having the board itself elect some of its members. How both LGB and PNB members may be recalled after petition from members. The complete list will be posted online (including at this site) once material from the five subcommittees has been collated, Spooner said. Once there is some agreement on the many options, the topics will be presented to the LABs (three of five of which must agree to the new bylaws), and then codified with legal assistance. Spooner did not set a schedule for that; but the original committee schedule called for a final draft by Aug;. 15 and final approval of the new bylaws by Aug. 31 |
